北京:ACCA人才引进计划

在京发展的16项政策中指出,加强对高端金融人才ACCA等在引进住房保障医疗健康、教育培训、子女入学等方面的服务。不仅在个人所得税方面给予优惠,还可以办理调京手续,办理本市户口,井落户积分优惠。

珠海:落户补贴

珠海宣布出台《关于实施“珠海英才计划”加快集聚新时代创新创业人才的若干措施》,新政提到珠海每年将为人才引进投入25亿,提供福利包括落户补贴,住房产权,医疗,子女入学等一系列优惠。

在珠海出台的人才引进政策中,ACCA人才作为获得国际权威资格认证证书的金融审计师,被列入《珠海市紧缺人才开发目录》当中,持有ACCA证书的财务人,一旦落户珠海,可以直接获得20万落户补贴。对于被评定为高端稀缺人才的,补贴额度还会更高。

重庆:购房补贴+人才补贴

重庆市渝北区印发了《大力实施创新驱动发展战略加快建设创新生态圈的若干政策》及相关配套文件,落实引进临空创新人才。

1)购房补贴

ACCA被列入临空创新人才目录,最高可获200万元项目资金,60万元人才补贴,25万元一次性购房补贴。临空创新人才及其配偶、子女户口可随调随迁。

2)人才补贴

文件中明确指出,将国际权威的职业资格认证ACCA列入临空经营管理B类及C类人才目录,分别享60万元和10万元人才补贴及其他优惠政策。

成都:落户补贴

成都天府新区成都直管区召开发布会,重磅推出成都《天府新区成都直管区“天府英才计划”实施办法》计划中指出,55周岁以下,近5年取得ACCA专业资格证书,且在直管区注册的金融机构担任高级管理职务两年以上的财会人可以直接申请成为B类高端人才。按照“天府英才计划”,高端人才B类可以获得高达80万的落户安家补贴,医疗,子女入学等优惠福利。

上海:居住证加分+现金奖励

已办理上海居住证的ACCA持证人,凭ACCA证书可获得落户30积分,此外,对于想去会计师事务所的ACCA持证人,可根据《上海市注册会计师协会行业人才管理培养办法》获得10,000元奖励。

广州:落户补贴

ACCA持证人可享受广州市政府提供的安家补贴,具体数额为最高不超过100万元,非广州户籍的金融人才和配偶,子女,可在购房、购车、子女入学等方面享受广州市民同等待遇,在落户上享受优先办理

此外,深圳市罗湖区制定和实施高层次产业人才“菁英计划”对三类“菁英人才”实行不同的人才待遇标准,其中把国际职业资格——ACCA(特许公认会计师)列入B类“菁英人才”认定标准。提供住房安居、创业支持、健康管理、研修资助、联谊交流、子女入学、父母养老等服务。

detailed formal plan was presented to the board. The plan was formalised and accepted at that meeting. Letters

were sent out to customers, suppliers and workers on 15 May 2007 and meetings were held prior to the year

end to determine the issues involved in the closure. The plan is to be implemented in June 2007. The company

wish to provide $8 million for the restructuring but are unsure as to whether this is permissible. Additionally there

was an issue raised at one of the meetings. The operations of the branch are to be moved to another country

from June 2007 but the operating lease on the present buildings of the branch is non-cancellable and runs for

another two years, until 31 May 2009. The annual rent of the buildings is $150,000 payable in arrears on

31 May and the lessor has offered to take a single payment of $270,000 on 31 May 2008 to settle the

outstanding amount owing and terminate the lease on that date. Wader has additionally obtained permission to

sublet the building at a rental of $100,000 per year, payable in advance on 1 June. The company needs advice

on how to treat the above under IAS37 ‘Provisions, Contingent Liabilities and Contingent Assets’. (7 marks)

(d) A provision under IAS37 ‘Provisions, Contingent Liabilities and Contingent assets’ can only be made in relation to the entity’s
restructuring plans where there is both a detailed formal plan in place and the plans have been announced to those affected.
The plan should identify areas of the business affected, the impact on employees and the likely cost of the restructuring and
the timescale for implementation. There should be a short timescale between communicating the plan and starting to
implement it. A provision should not be recognised until a plan is formalised.
A decision to restructure before the balance sheet date is not sufficient in itself for a provision to be recognised. A formal plan

operations. Costs of retraining staff or relocating continuing staff or marketing or investment in new systems and distribution
networks, are excluded. It seems as though in this case a constructive obligation has arisen as there have been detailed formal
plans approved and communicated thus raising valid expectations. The provision can be allowed subject to the exclusion of
the costs outlined above.
Although executory contracts are outside IAS37, it is permissible to recognise a provision that is onerous. Onerous contracts
can result from restructuring plans or on a stand alone basis. A provision should be made for the best estimate of the excess
unavoidable costs under the onerous contract. This estimate should assess any likely level of future income from new sources.
Thus in this case, the rental income from sub-letting the building should be taken into account. The provision should be

statement should be ‘recycled’ in a later period in another section and whether only ‘realised’ gains and

losses should be included in such a statement. (9 marks)

(ii) Recycling is an issue for both the current performance statements and the single statement. Recycling occurs where an
item of financial performance is reported in more than one accounting period because the nature of the item has in some
way changed. It raises the question as to whether gains and losses originally reported in one section of the statement
should be reported in another section at a later date. An example would be gains/losses on the retranslation of the net
investment in an overseas subsidiary. These gains could be reported annually on the retranslation of the subsidiary and

The main arguments for recycling to take place are as follows:

3. all items should be shown in operating or financing activities at some point in time as all items of performance are

There is no conceptual justification for recycling. Once an item has been recognised in a statement of financial
performance it should not be recognised again in a future period in a different part of that statement. Once an item is
recognised in the statement there is an assumption that it can be reliably measured and therefore it should be recognised
in the appropriate section of the statement with no reason to show it again.
Gains and losses should not be based on the notion of realisation. Realisation may have been a critical event historically
but given the current financial exposures of many entities, such a principle has limited value. A realised gain reflects the
same economic gain as an unrealised gain. Items should be classified in the performance statement on the basis of
characteristics which are more useful than realisation. The effect of realisation is explained better in the cash flow
statement. Realisation means different things in different countries. In Europe and Asia it refers to the amount of
distributable profits but in the USA it refers to capital maintenance. The amount of distributable profits is not an
accounting but a legal issue, and therefore realisation should not be the overriding determinant of the reporting of gains
and losses.
An alternative view could be that an unrealised gain is more subjective than a realised gain. In many countries, realised
gains are recognised for distribution purposes because of their certainty because this gives more economic stability to
the payment of dividends.

(c) Calculate and explain the amount of income tax relief that Gerard will obtain in respect of the pension

contributions he proposes to make in the tax year 2007/08 and contrast this with how his position could be

improved by delaying some of the contributions that he could have made in 2007/08 until 2008/09. You

should include relevant supporting calculations and quantify the additional tax savings arising as a result of

your advice.

You should ignore the proposed changes to the bonus scheme for this part of this question and assume that

Tutorial note: Market value of the production herd could also be compared with its carrying amount to assess possible
impairment. However, if value in use appears to be less than market value the herd should be sold rather than used
