Life assurance
This is a form. of insurance that pays out on a chargeable event, usually death. The main types are:
– Term Assurance which provides cover for a fixed term with the sum assured payable only on death. No investment
benefits or payments arise on survival.
– Whole of Life Assurance where the policy provides life protection. The sum assured is payable on death at any time
and usually some form. of investment benefit will accrue in the form. of a surrender value.
A qualifying policy will give a tax-free lump sum that could, for example, be used to repay the mortgage.
Permanent health insurance
Permanent health insurance policies are designed to provide the policyholder with a benefit if s/he is unable to work

Detailed planning
During the delivery of the project the lack of a formal detailed plan means that there is no baseline for review and control.
The absence of monitoring progress against that plan is also very evident. The meetings are events where, although progress

(already discussed above) of the technical design. The requirement for the TD to produce a technical report also slows
progress. These problems could have been addressed by ensuring that substitutes were available for these meetings who
understood their role and the scope of their authority. Effective project management would have ensured that progress would
not have been delayed by the absence of key personnel from the progress meetings.
Standards for cost-benefit analysis
The cost-benefit analysis provided by the MM is flawed in two ways. Firstly, the assumptions underpinning the benefits are
not explained. There is no supporting documentation and it appears, at face value, that year four and five benefits have been
greatly inflated to justify the project. Secondly, it would be usual to discount future costs and benefits using an agreed discount
rate. This has not been done, so the time value of money has not been taken into account. Effective project management
would have defined standards for the cost-benefit analysis based on accepted practice.
Estimating, risks and quality
The reaction of the board to the cost-benefit analysis also appears unrealistic. They appear to have suggested a budget and
a timescale which does not take into account the complexity of the remaining work or the resources available to undertake
it. The estimating part of the project management framework appears to be lacking. It is clear at the final meeting that the
website will not be ready for launch. However, the MM decides to take the risk and achieve the imposed deadline and take
a chance on the quality of the software. This decision is made against the advice of his TD and without any information about
the quality of the software. Effective project management would have mandated a framework for considering the balance
between risk and quality.

The MM does not inform. the board of the TD’s advice. The MM, like many project managers (because the MM now appears
to have adopted this role) finds it politically more acceptable to deliver a poor quality product on time than a better quality
product late. Unfortunately the product quality is so poor that the decision proves to be the wrong one and the removal of the
software (and the resignation of the MM) ends the project scenario.

(c) The usefulness of activity-based techniques is accentuated in situations where overheads comprise a significant proportion of
product costs. Manufacturing overheads comprise 30·9% of turnover during the year ended 31 May 2005. Traditional
methods of allocating overheads to products might result in product cost information which is misleading and detrimental to
managerial decision-making. Calculations of product costs are more prone to error in situations where higher levels of
overhead exist. The consequences can prove disastrous as, for example, in the under-pricing or over-pricing of products.

this increases the need for greater visibility and more accurate product cost information.
At present, Taliesin Ltd offers a range of products which is increasing in number and this may lead to the need for a more

start with simple Vanilla, then a few basic flavours but as Taliesin Ltd has expanded one would expect it to take longer to
originate and test new products until they are ready to be introduced. It will probably take longer to mix the ingredients for a
run of each product.
These two, development and mixing ingredients, are examples of activities which arise when new products are considered.
If traditional absorption costing and budgeting are used based on machine-time in production then the effect of these activities
would be ignored.
In order to gain a full appreciation of the impact of new product introduction activity-based techniques should be used to
guide Taliesin Ltd into the easiest way to maintain its policy of growth. It may be a better decision to expand abroad or into
new markets at home with the existing products than pursue growth by introducing new products to a dwindling number of
customers.
We are not told of the composition of the customer base of Taliesin Ltd. However, one thing we do know is that the scope of
activity-based techniques extends beyond products and services. For example, the application of activity-based costing can
provide vital information that enables management to undertake customer profitability analysis, thereby further improving
management decision-making and operating performance.
